I see a colophon (on scan p. 3) giving its author (not all legible): shāg kya 'i dge' slong bla ma dkon mchog.... sbyar ba. One or more commentarial texts that concern empowerment & tantric vows. Quite a few pages, but abrading, water damage and even mold spots get in the way of reading (not to mention the minimalistic style of cursive). (Dan Martin's Hurried Notes)
